There are many ways to achieve Adoption either private or through the State Foster Care Systems. While most State Offices will discourage families interested in adopting young children (under 2) because most people would like infants, it isn't impossible! You might consider contacting your local Children Services Office or DHS and asking for information about their adoption programs.
