How do you complete a foster care adoption in Connecticut?

While every adoption situation is different, the following is a general outline of the steps you’ll take to complete a foster adoption in Connecticut:

Step 1: Determine what your interests are in the foster care system. Do you want to foster parent, which is providing a temporary home for a child until their biological parents regain custody? Or would you rather adopt a child in the foster system whose biological parents have already had their rights terminated?

Step 2: If your answer to the above question was that you’re interested in pursuing adoption from foster care, you’ll want to contact the Connecticut Department of Children and Families.

Step 3: Complete the necessary parenting classes to become involved with the Connecticut foster care system. These could either be the PS-MAPP (Permanence and Safety-Model Approach to Partnerships in Parenting) or PRIDE (Parent Resources for Information Development and Education) classes.

Step 4: Complete an application to adopt from the foster system. This will include information about you, your home, and why you made the decision to adopt. You’ll also let your foster care agency know what you’re willing to accept in terms of an adoption situation, like what ages you might be comfortable with or potential special needs.

Step 5: Complete an adoption home study.

Step 6: After you have completed your home study, you’ll be ready for a child to be placed with you. Depending on how open you are to different adoption situations, this may happen very quickly or over the course of a few months. After your child comes home with you, you’ll have to undergo an adoption finalization process.

Who can adopt a foster child in Connecticut?

Connecticut’s foster system requires that a foster parent be:

  • At least 21 years old

  • Capable of providing a safe and loving home

  • Capable of supporting their own needs financially

  • Of good character

  • Approved by a Connecticut home study

How much does adopting from foster care in Connecticut cost?

One of the benefits of adopting from foster care in Connecticut is the cost, or lack thereof. You can expect to pay for things like medical exams, safety classes and court filings. However, these costs usually don’t go above $300 and may be reimbursed when an adoption is finalized. Be sure to speak with your foster agency about whether or not they charge a fee, although if they do, it’s generally a very small one.
